This review measured the outputs from the Part V process, examined the impact and effectiveness of Part V and carried out a financial analysis to assess the economic efficiency of the mechanism over the previous decade. Following the detailed consultation with stakeholders, this review examined the options to recast Part V taking into account lessons from the Part V experience in Ireland as well as looking at similar provision mechanisms elsewhere.

The Department of Environment, Community and Local Government asked the Housing Agency to prepare an Interim Report to address a number of Value For Money (VFM) issues relating to both the Rental Accommodation Scheme and the Social Housing Leasing Initiative.
This Assessment counts the total number of households qualified for social housing support, to inform policy and plan for the right types of housing support. It brings together information provided by local authorities about the numbers of households assessed as qualified for housing support on a prescribed date – 31st March 2011. The report provides a breakdown of the data by set criteria – local authority, age, household composition, current tenure, basis of need, accommodation requirements, length of time on the list, etc.

The Pilot Central Heating and Insulation Scheme was targeted at 150 privately owned homes occupied by people over age 65 with incomes of approximately €30,000 or less per year in the Ballyfermot, Whitehall and Crumlin areas of Dublin. The intention of this scheme was to contribute towards the reduction in fuel poverty in Ireland and to facilitate older people to remain in their own homes and communities for as long as possible through associated health gains. This report details the findings from the evaluation as well as providing some contextual information on similar initiatives.
