Carlow County Council

Local authorities (otherwise known as city or county council’s) in Ireland are the main providers of social housing support for people who cannot afford their own accommodation. Social housing support includes local authority housing and the Housing Assistance Payment (HAP). You must make an application to the local authority if you wish to receive social housing supports. 

If you are homeless or at risk of becoming homeless, they may be able to help with temporary emergency accommodation and homeless prevention services which may allow you to stay in your home. Supports available to assist individuals and families include HAP Place Finder support, Homelessness assessment and emergency accommodation if applicable.
